CBOs' Community Saving and Loan Scheme (CSLS) training of Trainers workshope and rollout observations.

This brief assessment of the Community Saving and Loan Scheme (CSLS) Training of Trainers workshop in Gbarnga and its subsequent rollout in Lofa and Nimba Counties highlights key issues such as differing operational guidelines, insufficient role comprehension among CBO members, and logistical challenges. Recommendations include standardizing guidelines, enhancing role clarity, and improving training conditions to ensure effective CSLS implementation by the Village Access Roads’ Community-Based Organisations.

Summary:

The report outlines the observations from the Community Saving and Loan Scheme (CSLS) Training of Trainers (ToT) workshop conducted in Gbarnga and its subsequent field rollout in Lofa Cluster 2 and Nimba Cluster 1 in March 2023. The ToT workshop was participatory, featuring role-playing sessions to prepare trainers for community-level implementation. During the rollout, training sessions were conducted for Community-Based Organizations (CBOs), facilitated by CSLS expert Lena Cummings and supported by the Technical Management Consultants’ (TMC) community development teams. Key observations include differing interpretations of CBO operational structures between TMC and National Technical Advisor (NTA), a lack of comprehensive understanding of roles and responsibilities among CBO members, and logistical issues such as overcrowded training rooms. Recommendations include standardizing operational guidelines, ensuring immediate practical application of roles, involving TMCs more actively in training, and addressing classroom training conditions to enhance training efficacy. Persistent issues, such as resistance to maintenance fund generation, were also noted, emphasizing the need for early and clear communication about maintenance obligations. Overall, the report suggests that while the training activities were productive, there are significant areas for improvement to ensure effective implementation and sustainability of the CSLS across the targeted communities.
